DoT to start 3G auctioning today

Jayesh Limaye, Sep 08, 2008 1241 hrs IST

The DoT has convened a pre-bid conference today along with issuing the Request for Proposal (RFP).

The process of 3G mobile service auctioning will begin today as the Department of Telecom (DoT) holds pre-bid conference for both Indian as well as foreign companies for the spectrum auction in 22 telecom service areas. The DoT has convened a pre-bid conference today along with issuing the Request for Proposal (RFP) and will open the financial bids of those who are technically qualified and meet all the selection criteria on September 30.

Candidates, who are found to be eligible, would be required to submit the technical and financial bids by September 22. The eligibility criteria are as follows:

* The bidder shall not have any equity, directly or indirectly in any telecom or internet service providers in India.

* No telecom company or ISP shall have any stake in the bidder company.

The decision to hold pre-bid conference comes amid the fracas over the guidelines for 3G mobile services between the ministries of finance and telecom. Both of these have exchanged communications about the above.

The Communication and IT Minister A Raja had asserted last month that the ministry of Finance has been consulted on all the financial implications regarding the 3G spectrum pricing and they (Finance ministry) have nominated their representative in the in the joint committee to oversee the auctioning process.

He further added that there would not be any deviation in the schedule for auction of spectrum and the roll out of services. Rest assured, 3G will finally arrive in India sooner than was expected before. iPhone 3G owners, are you listening?
