TRAI Dictat on Complaint Redressal

Looking at the increasing number of consumer grievances, TRAI has proposed quality of service (QoS) norms, asking operators to stick to them.

Looking at the increasing number of consumer grievances faced by the telecom sector, the Telecom Regulatory Authority of India (TRAI) has proposed the quality of service (QoS) norms, and has asked the operators to stick to it.

According to TRAI, frequent introduction of new tariff plans and value added/premium rate services by operators, have brought about increasing number of incidences of consumer grievances leading to consumer dissatisfaction.

The regulator also pointed out that although the Department of Telecommunications (DoT) has mandated that service providers have to set up consumer grievances redressal mechanisms, these are not effective enough to address the grievances of customers.

TRAI has, therefore, suggested that a system be put in place for resolution of consumers' grievances within the company. It has asked operators to define this structural framework of institutional mechanism at the level of call center, nodal officer, and appellate authority. Operators have also been asked to outline the processes and procedures and time limits for redressal of grievances at these levels.

As per the proposal, consumers may contact their respective service provider's call center. Those complaints pertaining to fault/service disruption shall be attended within 3 days, and all other complaints shall be attended by the call center within 7 days, subject to time limits laid down in regulations on QoS.

Moreover, the consumer dissatisfied with the grievance redressal at the call center level may contact the nodal officer, who will redress grievances regarding fault or service disruption or repair/ restoration of fault within 3 days, and other grievances within 10 days of its registration.

And in case the consumer is still not satisfied, he/she may appeal to the appellate authority for redressal of his/her grievance and the appellate authority shall decide on the appeal within 30 days.

TRAI has also recommended that the service provider should publish a Manual of Practice for handling consumer complaints outlining the various provisions, time limits, benchmarks, and procedures for seeking redressal of grievances including information, which affect consumers.

my mobile no. is 09432075455 bsnl prepaid subscriber, almost 1.5 months ago i have deactivated my caller tune service after taking option for the minutes but yet my deactivation was not done by the bsnl customer care and my price is cutting from my account. This is also fact that callers are not listening the tunes , so how this possible to cut my money without any service and my recurrent complaints against no. 3087470 dated 5/11/08 , they repeatedly spoke that your complaint is forwarded but no result ultimately. so please look after this matter urgently.

hi i am a voda phone post paid user at Chennai, i have been facing a problem on disconnection of my number whit out any fault or non payment from my side. i have already paid my Oct 08 bill of Rs. 1724/- i have received a call from customer care saying that there is pending of Rs 500 for that reason it has been disconnected, and they also mentioned that they received the cheque of Rs. 1724/ but the actual payment has been credited and rest of the amount has been transferd in some other users account which was fault of collection agents. pl

I had taken a rupees 699/- ARP corporate connection (Plan) for Unlimited access GPRS for rupees 99/- PM. At the time of selling the plan your representative had made commitment that I can use this unlimited GPRS Access after paying rupees 99/- per month for one year after taking this plan. But now when I wanted to activate the GPRS Plan, then your customer care executives are saying that they could not activate this plan because this plan is discontinued. But as per commitment I should use this plan for whole one year. This is your responsibility to provide the facility which you or your dealer had made commitment at the time of selling the plan. Please make arrangement so that I can utilize the promised facility, otherwise refund my rupees of 699/-. I am too much mentally depressed this fraud activity of Idea Cellular Ltd. Please do needful Idea cellular is denying to give the services which they promised me to give at the time of taking the connection

i purchased indicom mobile conn on 16.10 and submitted all the docs on same day. i was told that no will be activated within 1 day. however the no. stopped working from 27th. callcentre said no was not yet active and put all the onus of getting the no. activated on me. i strongly disagree to this. once i have given the documents and made the payments, its yourcompanys job to get the no. activated not mine. plz instruct the company accordingly.

Customer service - I took a Airtel Post paid Connection in June 2008. For the past 4 months I am just calling you to your customer care agents to do a simple thing changing the IVR Language which has not happened in the last 4 months. Every time i dont have the time to go throught the various combinations and permutations to select the various options to speak to A customer care agent. Morever half of your agents drop the call purposely and half of them dont how to speak in English.I dont know a single word of Tamil. For the past 4 months you havenot been able to do so. Last Saturday I called up to speak to ur grievance cell they did nt transfer the call nor connected the call to me they informed me that i will receiving a call back from supervisor in next 1 hr. Which I Havenot recieved the call till date and today is Thursday. You wrongly charged the customers and put unnecessary bill on the account. I have told from the day 1 that increase my credit limit which you have not done so far. You claim to provide the best customer service service let me tell you that you provide the worst customer service you cannot solve a simple problem like changing the IVR Language which you have not done for the past 4 months. If call Airtel your agents just say " I am sorry " It seems like that is the script and they cannot do beside saying that I am sorry and customer are being affected

Tata broadband is a pathetic service. I paid for 4 months and have hardly been able to use it for 10 to 15 days, in the last 4 months. They give you complaint nos, but never resolve it. My last no was 2 months back 6479758 and 6750556. After that neither their customer service, nor nodal officer nor appellate authority has replied, though it is 2 months... NEVER use TATA Broadband

INDIA ) imei.359240015813750 , in 04/09/2008 it gets automatically hang on logo I had submitted both mobile at service centre Pulse Tech Systems n-22 anoop nagar INDORE(M.P)INDIA on 08/09/08 (hang on login) HHP 967 and expected date of handset return is after two weeks. when we visited to service centre,we told that has been sent to Bombay(H.O.) for repair. you have to wait for 7-8 more day ,now it has passed 47 days but i have not got my phones yet,I have tried to make calls in the regard, but, either they do not pick up the phone or we get replies that they will inform me but after repeated requests they have not called me yet.phone is still under warranty. If no action is taken by the company i will be compelled to knock the doors of the consumer court for justice to a non technical customer. Airtel Tamilnadu is cheating the customers by activating the Value added services like Caller tunes without the knowledge of the customers. When I called up customer care, they said sorry and deactivate it, but no refund of the amount charged. Can anyone suggest what should I do to bring the Airtel to court for further action against them.

Friends Kindly give me the phone number and address of TRAI so that I can lodge complaint against AIRTEL. Even after passing one year after registration in DND they are still teasing and harrassing my by sending hundreds of promotional calls and SMSs.

trai exist on paper or they realy work some good? mtnl callcenter does not take up the problem of customer its very hard for them to reach and once you get connected the hong-up the phone otherwise they dont have solution for our problems. there service quality of there network is very poor and they dont respond to that fact there gsm network.cdma network and other service are very worst please do your work and keep them check very often and make your work more transparent so that genarl people start trusting other then make fun of your reforms and your duties

I have a cable broadband connection from Atria Convergence Technologies who actually take the payment before the usage (like prepaid mobile service). However, in the last month event though I had made the ful payment upfront I was not able to use the internet as they were changing the cables and later the vendor. After lodging umpteem complaints the service engineer finally did visit my house still nothing happened. Nobody I guess cares as I have already paid for the month. My suggestion if you are in Karnataka (I am in Bangalore) never use Atria internet as it sucks. Not only did the internet not work during this period but almost everyday there is some problem or the other.

I am a BSNL, Reliance & Airtel Mobile prepaid customer. Whenever I make a missed call by BSNL to Airtel, the billing starts in BSNL. Without a call balance is debited in BSNL. When I make a missed call by BSNL to Reliance, no charge being debited in BSNL. It appears Airtel is cheating with customers and it has made arrangement in its system such a way that customer's of other service provider calling on Airtel being charged as soon as bell starts in Airtel and even for a missed call. I am a Airtel prepaid customer , they activated the services like friends chat, without informing me, and they were deducting 30rs every month, as I complained to the customer care 10times but none of them helping me, first time when I complained they asked time of 45 days to deactivate it on that time they deducted two months of fees(60currency) it?s already more than 60 days also even though they were not helping me to deactivate this and they keep on deducting my currency, all the time this customer care people just give assurance. I am a airtel user and i am unable to use the gprs services due to some technical problem for which i got in touch with airtel help line where they were unable to give me a resolution for the problem and made me do different type setting changes. I want to put in a complaint with airtel and when i clled they they said the can not take complaints against any department. Kindly advice me on what to do.

i hav a firm vinayakam investments for that i hav taken a reliance landline. so that my clients call me and i can contact head office trouch free call frm reliance to reliance in delhi. the company had given me a plan in which they were charging high amount of rental for free call. but after 12 days of using it frm billing cycle due date they stoped my STD call that were free saying that u r limit is crossed and u hav to pay amount before due date. i asked that i hav taken it for free call to STD that limit has not crossed they do not answer to my this ques i hav receipt frm their company. i got lost of instalation and activation chares. morover my reputation was heart frm baring my incoming facilitty. now they are treatning me that they will laduge case against me in high court plz solve this matter as they are giving me mental as well as reputaion problem

My sister staying in kolkatta get unwanted calls from a number. I called the person and asked him to stop and from that day he wont call but will sent dirty sms. Where can I complain about it ? Iam in Chennai and so cant go to kolkatta and complain.

I am Cell one Customer and I have chosen asong for my caller tune which was continueing every month. Recently past two months they are charging me as usual but the song is not there. When you dial customer care you aget all deatils and when they reach nearly to talk to the customer care person the call will be cut . This is going for the past week.

I am a costmer of BPL Mobile Mumbai, I have subscribed WAP/MMS services on 1st Sept. 2008 for 49rs/month. but they had deactivated it on date 21st Sept. before 10 days of the scheme. I dont know why they had done it. I hadnt given them any type of message to deactivate the service but yet they had deactivate it without informed me. I have already complaint of it to costmer care assit. and also from the company website through mail. I also complaint to companies Nodal officer by phone and also i hav send mail from my personal Mail ID, but yet they havent take any decision about my comlaint. please help me. What i have to done now?Where i have to complaint of company? Please help me.

Dear sir/madam, I am Roshan from calicut,kerala state.Cell info is a useful service provided by cellular operators.Showing place name in cell info display helps the customers and travellers to know the exact location.Now a days players like Airtel and Idea started to put Advertisement in cell info instead of place name for more than a month continously.I already registered for NDNC (National Do Not Call Registry) 50 days back,still i am getting their promotional advertisement in cell info instead of place name.Dear sir, operators are not fullfilling the customers need and they are only looking for their benefit by showing advertisement like Call 543216 for chat..if a customer dial this number accidently, RS 3/- will be charged for a minute from him/her at the same time RS 30/- will be deducted as a monthly rental without customers knowledge.So I request you to take remedial measures against telecom operators not to put any advertisement which helps for their profit making by cheating its customers and neglecting customers need and satisfaction. I expect your response regarding this matter

Hi, This is to inform you that BSNL is not doing good behavior with consumer . Customer has been reporting a problem since three days but they are not giving any solution. Customer care executives are fighting with the consumer rather than good behavior with the consumer. Rather than solve the problem and they are diverting the topic and customers are loosing the their time . Please help for the same . This has been done in West Bengal . Call to customer care is originated at 11:07 AM on 25th December and number will be provided for further communication . We are really facing problem for this. Please help for the same to get the solution of the problem

Every second week the net goes & whenever it goes it takes three to four days to come back & this time I am sure it going to be weeks. I am tired of making complains every week & it?s a huge stress for me. Idea cellular company i hv subscribed GPRS ZERO Rental..scheme charge per Rs.6 and Rs 3 per minute. in last month they changed my GPRS plan from hour based charge to charge 2 paisa per KB and in bill they charged me Rs.470/- while i used only 1 to 2 hours only in month. when i asked company replied that company had send SMS regarding plan changed. but i didnt knw and there wer no specifically mentioned that 2 paisa per KB means what...? is it downloading charge or surfing charge..? when i aske dthey replied that is surfing charge

I've launched a complaint at *333, b ut was asked to wait for 45 dyas. Several times I told them that by default my numbers should be in DND list as per the Supreme Courts order so why I've to wait for so many days. Dear Sir, I am the person who has been given a mental stress and fooled by the tata people. I am having 3 connection of tata broadband. My id is kahan_shah@vsnl.net and my complain no is 5244846. 1st of all they have given me a second hand used router when i got a new connection but i respect tata so i didn't said anything. now its not working since 6months. I have complaint millions of the time. What they people do, they comes in the middle of the noon even after a clear instruction that please call before you come. After acting of checking the things they are telling we are coming in 5 minutes and never turnedup. I am facing this problem and no one is ready to take the responsibility. I used to respect Mr. Ratan Tata and he was my ideal but now no more. I think his stratagy is to cheat the people and make money to become the richest. Very bad attitude and irrisponsible people. I am giving you 48hrs to help me and resolve this issue or i am filing a case at CERC Ahmedabad and consumer forum and a personals court for mental stress given by tata. Shame on TATA. Faulty Handsets and horrific customer services (Reliance) I had purchased the handset classic-703 (CDMA) on 17/05/08 with reliance connection. With in this short span of time (one month).I had faced so much trauma that I never faced with any connection or handset, Instead of feeling comfort my life is becoming hell. After 7days of connection activation, reliance had barred my outgoing services without prior notice and it remained barred for 3-4 days. There is very poor customer care service of reliance, I had contacted to customer care, they told me your documents are incomplete, I had contacted to dealer and my outgoing services r?sum?s. After few days the same scene occurred again. This is all about the terrible customer service of Reliance connection. Now it was turn of handset to complete the torture situation more worst. Now my handset is not charging .I went to the reliance service centre and they get it repaired in such a way that now along with the charging problem, it got switched off at any time. I am really frustrated with all this. Please advice what should I do? It is highly appreciated if you are taking any stern action against these faulty service provider, it makes the faith of customer rock solid towards consumer forum.

And i talk to the company then the make verification again and issued new no 9871692584 against old no9810660938. This is to complaint about the collection dept of Vodafone.My family and few of my friends are recieving calls from your collection dept to get my contact info. when they opposed and said that they do not have my address then they were harrassed .My parents are still in the state of mental trauma. No one ever tried to lookafter my conceren of not paying the bill ,i just want to ask one question ,did any one from vodafone asked my family or my friends to give me a postpaid connection??? I am using Tata Indicom Broadband for last 2 years and has made over 200 technical complaints. (I do not have any other ISP available in my locality) And now, without swiching computer ON, my broadband is utilized and when I call customer service, they just say "Recharge it, we will take care of it". Ofcourse, No action is taken, but I have to keep recharging my connection for keeping it alive.
