    Needs to address questions about the service to business partners and stake holders

Popular online payment service PayPal shocked several Indians and rest of the world by suspending payment transactions to and from India for more than a week. Anuj Nayar, spokesman from communications team for PayPal, posted on the official PayPal blog, that personal payments to and from India and the transfers to local banks in India have been suspended. This directly impacts several freelancers from various fields and businesses that depend on PayPal as a transaction gateway.

Though temporarily, PayPal has given a mini cardiac arrest to several India-based PayPal users by shunning payment transactions to and from India. Apart from that, these users can't even transfer their funds to local Indian banks to withdraw their balance. All this was conveyed by a standard mailer that every India-based PayPal user received.

Here's a standard mail sent to Indian users:

Hello USER,

Your payment of AMOUNT has been sent back to the sender of the payment.

We reversed this payment because we have stopped allowing personal payments to be sent to or from India.

If this was a payment for a purchase of goods or services, and not a personal payment, then you may contact the buyer and have him or her resend the payment as follows: (a) click the Send Money tab, (b) select Goods, and (c) provide a shipping address.

If this payment was a personal payment such as a gift, then we have requested that the sender find another payment method until we restore personal payments to and from India.

We are trying to resolve this issue as quickly as possible and we re sorry for any inconvenience.

Nayar's post indicates that the situation is temporary and the issue is to address the questions about the service that PayPal's business partners and other stakeholders have. 

Over the weekend, we met some bothered India-based PayPal users who were literally clueless on whether their funds would be recoverable ever. Advertising professional Kenroy Rodricks said, " I've about $1,000 stuck in PayPal account which I can't transfer or perform any transactions with. PayPal is my only gateway where I send and receive payments from clients abroad." We're sure that Nayar's assurance to restore the payments as soon as possible will give a ray of hope to many such India-based PayPal users.

Let's not forget a fact here that PayPal was acquired by eBay in 2002. Yes, it's the same eBay that first bought Skype and 65 per cent stake of Skype to an investor group. We may not be surprised if PayPal undergoes the same process. With no intentions to scare or mislead anybody, we patiently wait till the issue between PayPal and its business partners as well as stakeholders get resolved.

Recent issues with PayPal withdrawals to Indian Banks & more over payments just randomly being reversed back to the senders will have a deep impact on PayPal's reputation. It raises so many questions like (THIS MIGHT CONTAIN SPOILERS): A) Should we trust PayPal in future? ANS: ABSOLUTELY NO B) Are they really concerned about our Money? ANS: ABSOLUTELY NO, After a long period of two weeks we receive an apology letter stating that “We are sorry we goofed up opps!”? and stuff like “Your money just got sacked since this is nothing serious to us we are just doing a drill of playing a game with your hard earned money”? C) Is RBI responsible for this? ANS: UNQUESTIONABLY MAYBE, So, Question is why this is happening in India and nowhere else? Question is why we are being kept behind curtains and dark? Question is why Moneybookers and other Payment systems are working but PayPal is not? you just want to exclude the RBI out of this since they are least concerned with us. Everyone failed here! RBI off course you cant expect them to give you a comforting truth so a comforting lie should suffice you! And PayPal Ow man no shit a multinational company failing to inform and notify of an issue of this magnitude. That was an AWESOME combination of pure frustrating, destroying trust & spreading chaos. D) So what does PayPal tell us now? ANS: “We are sorry, but your valuable to us so please give us another opportunity to goof up and play some more engaging games with your money” and “We just love to make more profits by giving you a pathetic exchange rate” D) What now? ANS: DTA (Don’t Trust Anyone) Get your sleeves up against them and find your own ways to get paid over any other medium that serves better, communicates better and keep them in plenty. If one fails other should work out. Ive let all my clients know about this issue and advised them (in advance unlike PayPal) to switch over to some other Payment system which is reliable, responsible and does the main thing “ACTION” at PAR. The truth will probably be dead and berried RIP about what happened because the shame and disgust they bring upon themselves is apocalyptic now.

Here is the latest scam from PayPal. They are returning withdrawn money to the accounts of Indian account holders. Count your money. YOU HAVE GOT MUCH LESS THAN WHAT YOU HAD WITHDRAWN. PAYPAL HAS STOLEN YOUR MONEY! I am one of the many Indian sufferers of PayPal. I had withdrawn the following amounts recently but have got back $172.52 less today! How did this amount get stolen??? Will PayPal authorities take the trouble of explaining it? Or are they so thiCk skinned that they put petty scammers to shame? Why was I returned $172.52 less than what I withdrew? Yes - Paypal has done the same to me. They have canceled a payment already received from my cient, sent back the amount remitted and returned back $ 60 less and also remitted 4% less to the remitter. When I wrote to Paypal, they replied saying that this was exchange difference. My experience with Paypal is that they always pay less than the prevailing Rupee US$ exchange rates by about Re 1.50. They not only make 4.1% for every transaction, but they also make money on the exchange conversion. They suck.

I have business account with paypal yet my withdrawal was reversed and now over $1000 is stuck with paypal, i dont know when I can get it. Also while reversing paypal gobbled up $30 in exchange rate difference. I had withdrawn money @ 44.15 per USD, but while reversing paypal had a rate of 48.3 per USD. This is really a big scam.

paypal aint the only fish in the pond. there are other services also. and also we got bank transfer. wire transfer. wy can we make use of it? duh. just cause we heard of paypal we forgot other modes of fund transfer. i rejected paypal's policy and i never registered to e-bay or paypal. horrible terms and conditions. i ask my clients to wire (if intl) or DD (if local). simple. thank you paypal for your abonormal terms and conditions and also thanks for the block.

day by day my faith in online money transactions is going down i had accounts with HSBC, ICICI......which i closed now i have account with local co-op bank....which does banking the old fashioned way also have account with Union bank.....for this paypal thing.....but didnt opt for internet banking stopped having credit cards and now will stop getting payments from these online money launderers......instead will have faith in wire transfer

These guys are ridiculous. They have **** in their heads that they are trusted sources in online payment. Otherwise how can they do this without informing the users. why Indian users? Why not other countries?If Indian users, dont they have atleast ethics that they should inform it. They send back the paid dollars with a canceled fee. Whats the hell it is? Who is going to pay that canceled fee?Idiots. We should rule in such a way that we indians are banning pay pal, not sure whether we will be there in such a powerful position.Then only they will understand the pain in it. I am not sure whether they will follow the same to other dominated countries. None knows where the money is, paypal says 15 business days, local bank speaks as though they are hearing pay pal for the first time. Clients says that pay pal is the only trusted source as they it is their payment gateway. They will not believe, what 1000 indians say, they will believe what 10 Americans say. Huh :-)

PayPal should have intimated earlier about the block. At least they should have released the funds that have been lying with their account before this blocking decision. My question is, why didn't they intimate about this block before. Why do they want to do it suddenly. This is not business ethics at all. . . what PayPal did was a blunder. . . it is affecting thousands of freelancers and midsized companies all over India. . . PayPal is playing with hard earned money here . . .

No one have any clue when its going to resolve. None of the paypal representative have given the tentative dates by which they would resolve the issue. Its very unfortunate the authority website like PayPal is doing all these changes in very unprofessional manner. What m really worried about .........Are we going to have the similar situation like the Pakistanis is having ( Paypal do not offer their services in Pakistan )

This is absolutely ridiculous, Instead of disallowing future personal payments they are sending the payments back. If they don't want personal payment option then why they introduced it few months back !!!

You're right and they don't allow Service Type payments aswell, which is a bad thing for freelancers in india. paypal seriously should fix that atleast.
