MAIT Proposes Separate eWaste Legislation

A study released by MAIT and GTZ reveals that India generated 3.3 lakh tonnes of e-waste in 2007, and is going to touch a landmark 4.7 lakh tonnes by 2011.

Earlier this month, a DNA report highlighted an alarming statistic -- that Mumbai generates 1,000 tonnes of e-waste every month, which poses a serious hazard to the trees, the soil, and the environment at large. The report cautioned that unless the problem is promptly and squarely dealt with, it would soon turn into an impasse. The report drew attention to the fact that globally, 5 percent of all municipal solid waste is constituted by e-waste; almost the same as all those nasty plastic bags (time for a "ban e-waste" campaign alongside of "ban plastic bags").

The DNA report quoted Rajkumar Sharma, Convener of a Mumbai-based NGO called 'Clean Sweep Forum' as saying, "Co-ordination among stake holders like the MPCB, BMC, and the Forest Department is needed to come up with the best possible solution. We feel that the scientific disposal of electronic and electrical gadgets is the manufacturers' responsibility. They must take back discarded products for proper disposal or recycling."

Could it be that Sharma's voice has been heard -- at least in part, for the MAIT (Manfacturers Association for Information Technology) has now proposed inclusion of a separate legislation, exclusively for e-waste management, in the existing waste management policy of the Ministry of Environment and Forest.

Vinnie Mehta, MAIT Executive Director, told the Press Trust of India (PTI), "Looking at the current scenario of growing e-wastes in the country, I think the government should look at framing separate guidelines for the management and recycling of these wastes." Mehta was speaking at a workshop conducted by MAIT in conjunction with NGOs such as Greenpeace, Toxics Link, and Frankfurt-based GTZ (an international organization that works for a sustainable ecosystem).

Additionally, MAIT, along with other stakeholders, has proposed the inclusion of what is called 'Extended producer responsibility' or EPR that would make IT component manufacturers more accountable for the entire life cycle of their product/s. Department of Information Technology (IT) Special Secretary M Madhavan Nambiar, stressed, "EPR should be made mandatory for all producers of electrical and communication components, and a producer's responsibility protocol should be there."

Meanwhile, a study released by MAIT and GTZ reveals that India generated 3.3 lakh tonnes of e-waste in 2007, and is going to touch a landmark 4.7 lakh tonnes by 2011. An inclusive eco-friendly recycling process seems the need of the hour.
