If the term "Google" associated with "Mobile" reminds you of Google's Android, you need to discard that idea because what we're talking about here is Google Gear (Beta) -- an open-source Browser extension that will enable Web applications to be available on mobile phones when offline!
Think about it: if you have a smart enough phone that is capable to hook to the Internet in India, it is most likely that you will not get to enjoy download speeds more that 8 KB/s. It is in such situations that Gears could come handy. One could use this browser extension in such a scenario to access documents and other applications.
However, the catch here is that as of now, Google Gears supports only Internet Explorer (IE) on Windows Mobile 5 and 6 phones. This means that users of smart phones like Apple iPhone, or of mobile browsers like Opera will not be able to avail the benefits of Gears. It must also be noted that users will be limited to work with Gears-enabled applications.
But since Google Gears is still in its Beta form, and is still a developer-only release, you can expect more things from it in the near future (hopefully). Google hasn't announced any release dates for the final version of Gears; all it says is that when the developer community has had a chance to examine, critique, and improve upon the browser extension, it will be made available in a suitable version.
Google had first introduced Gears in May last year when it was in its early stages for anyone and everyone to test its capabilities and limitations and help improve upon it.
Google has provided information for developers here.
