3G Spectrum Guidelines: Amendments

The Ministry of Communications and IT has made some amendments to the guidelines for spectrum allocation for 3G services. The amendments include the slightly modified eligibility criteria, lower spectrum usage charges, and an increase in the reserve auction price.
Here are some of the finer details:
Eligibility
Companies holding a Universal Access Service (UAS) or Cellular Mobile Telephony Service (CMTS) are eligible to apply. The applicants should also have previous 3G Telecom service experience.
Lower spectrum usage charges
According to the previous guideline, the Government was to charge companies 1 percent of their adjusted gross revenue as spectrum charges. This has been revised to the government charging 1% of the incremental revenue due to 3G - after a period of one year. The exact method for this is yet to be clarified by the officials.
For Broadband Wireless Access (BWA) services, a new frequency band has been introduced. The newly announced 2.3GHz band will now co-exist with the 2.5 GHz band.
