    AVI To MPEG Scout is an application that will let you convert AVI, MPG, WMV to MPEG1, MPEG2, DVD, VCD, XviD, and DivX. The program accepts formats: AVI, MPEG, WMV and select output formats: MPEG, MPEG2, DivX, XviD, and DVD. Video output customizations like TV (NTSC or PAL), Aspect Ratio (1:1 Square, 3:4 TV, 16:9 Widescreen, 2.21:1 Cinema format), Frame Per Second option (FPS) from 5 to 30, or custom, Resolution supported: 320x240, 640x480, 720x576 (NTSC), 720x480 (PAL), 800x600 or custom. Above all it is a freeware.

The software has a problem, the quality of VCD is good but the sound is not syncronised with the movie.
